Flash sounds like a perfect tool to teach programming. Others I’ve been reading about:
Scratch (scratch is built on Squeak Smalltalk – there are other educational environments/tools built with it as well)
My roots: LOGO and Commodore BASIC.

There’s also a language called Myro, based on Python, which can be used to control Scribbler robots. Students at Bryn Mawr used this to do a summer program with students 7-13 years old. Check out the Institute for Personal Robots in Education for more info, and links to the wiki-based textbook.
